The Arc of Southside is seeking an experienced leader with a passion for serving people with intellectual and/or developmental disabilities and has a demonstrated track record of facilitating organizational excellence through strong leadership and oversight. The Executive Director represents The Arc to the public, leads organizational development and strategic planning in support of organizational mission and goals, optimizes financial performance, oversees program delivery, builds donor relationships and oversees personnel. This role provides leadership, direction and support to the staff and Board of Directors in developing organizational goals, attaining/allocating resources, and establishing policies. This position works closely with community agencies and national/state/local offices of The Arc.

The successful candidate will have knowledge of the function and philosophy of services for people with intellectual and developmental disabilities, experience in non-profit administration, financial and human resource management and knowledge of non-profit funding sources. Skills in written and verbal communication, problem-solving, advocacy, marketing and analysis of technical data related to service delivery are required.  Minimum qualifications include Bachelor’s Degree in human services-related field or management related field, or equivalent combination of education and experience leading a public or private organization. Master’s degree and further experience specifically related to intellectual and developmental disabilities are preferred.

Salary Range $60,000 to $70,000; Excellent Benefit package.

JOB PURPOSE:

The Executive Director serves as the duly authorized representative in the management of The Arc of Southside (the association), reporting to the Board of Directors. The incumbent provides direct supervision and administration across all program areas including residential, community, employment, transitional education services, and retail store.  The Executive Director is responsible for overall agency management and for the coordination of all administrative and programming activities.

The Executive Director is accountable and responsible to the Board of Directors and acts as the conduit of information between the staff and the Board, providing information to the Board for decision-making and informational purposes.  It is the expectation of the Board that the Executive Director will maintain open communication related to programming and staffing.  The Executive Director makes recommendations to the Board regarding programming, personnel, and policy and oversees the implementation of Board policy. The Executive Director shall obtain Board approval for new programs and new staffing positions and shall serve as the hiring authority for association Program Directors and supervisory authority for other program positions under those Program Directors. 

The Executive Director is accountable for the legal, safe, and effective operation of all organizational programs. Responsibilities include association-wide fiscal management, personnel management, long-range planning, program management and evaluation, community needs assessment for services, and liaison duties with national, state and regional consortiums, and local civic groups and constituency.

Preferred Qualifications

  • Graduated from an accredited college or university with a Master’s Degree in a human services-related field or management-related field.
  • Within the last five years, three or more years’ experience in working with a Board of Directors or other governing body structure that has policy, operational, and fiduciary authority and responsibilities, or one or more years working directly for a Board of Directors.
  • Within the last five years, one or more years’ experience in working with a broad range of constituents, including persons served, family members, and advocacy groups;
  • Within the last five years, one or more years of management experience in the field of disability services; and
  • Considerable knowledge of intellectual and developmental disabilities

Minimum Qualifications

  • Graduated from an accredited college or university with a Bachelor’s Degree in human services-related field or management-related field, or equivalent combination of education and experience leading a public or private organization;
  • Experience in working with a Board of Directors or other governing body structure that works with policy, operational, and fiduciary authority and responsibilities;
  • Experience in working with a broad range of constituents, including persons served, family members, and advocacy groups;
  • Must have general knowledge of intellectual and developmental disabilities.

Required Knowledge/Skills/ Abilities

  • Considerable knowledge of the function and philosophy of services for the intellectually and developmentally disabled which fosters achieving Maximum independence; sound knowledge of non-profit administration principles and management concepts; knowledge of human resource management and financial management, including budgeting, resource allocation, monitoring, and auditing; knowledge of program evaluation techniques; understanding of the non-profit service delivery system and its relationship to various funding sources and constituency groups.
  • Knowledge of quality assurance principles and methods.
  • Skills in written and verbal communication, policy and program design and implementation, leadership, program evaluation, fiscal management, personnel management, problem-solving, decision-making, public relations, advocacy and analysis of technical data related to services delivered.
  • Ability to abstract, synthesize, and evaluate program and fiscal information; ability to administer Board policy and carry out association philosophy and goals; ability to effectively delegate responsibilities and monitor performance of skilled professionals.
  • Willingness to use personal means of dependable transportation in job capacity.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Principal Duties

Administration

  • Develop in conjunction with the Board, plans for the long-term stability of the organization.
  • Develop, administer, and evaluate personnel/financial/operational policies and procedures
  • Assure that the programs of the association are in compliance with all licensing, human rights, and other state or federal statues, regulations and policies.
  • Participate in each Board meeting; assist the President in designing the agenda for these meetings and in soliciting agenda material from Program Directors; assist the President in making decisions regarding priorities of agenda items; and use Board meetings as a vehicle for securing Board support, seeking Board policy direction, and exchanging information relevant to services.
  • Provide direct supervision to the administrative staff and Program Directors; manage the personnel activities associated with this supervision (hiring, training, evaluating performance, approving leave, administering remedial action, etc.).
  • Develop and maintain sound working relationships with national, local, and State human service departments and agencies, advocacy organizations, planning groups, and other organizations related to or interested in the provision of disability and support services (The Arc of Virginia, DBHDS, VA-APSE, DARS, DMAS).
  • Respond to employee grievances that are not successfully resolved by Program Directors; act as a consultant to the supervisors regarding grievances and complaints.
  • Respond to client grievances that are not successfully resolved at the Program Director level.
  • Respond to association problems, crises, and potential crises or problems in accordance with association policy and in keeping with principles of ethical and professional judgment.
  • Responsible for assuring the appropriate level of association-wide confidentiality and security of client information, financial data, personnel information, and other program information.
  • In the absence of a Program Director, assumes responsibility for that program

Marketing/Publicity

  • Oversee and direct the media and public activities of the agency.
  • Promote and present the brand message of the organization and direct media materials, awareness campaigns, information and communication that promote the agency.
  • Provide oversite of Web site and Facebook management.

Program Development

  • Monitor ongoing association programs for proper administration and for effectiveness of service delivery and resource utilization. Make recommendations to the Board regarding any need for changes in service delivery system or programs.
  • Direct the development of new services or changes in services in response to identified needs and in accordance with policies established by the Board.

Advocacy

  • Oversee the promotion of the vision and mission of the association through advocacy and outreach into the community.
  • Work with the state and national chapter of The Arc to forward the legislative agendas, position statements, and values of The Arc, as well as any other requirements outlined in the chapter affiliation agreements. 

Financial / Resource Development

  • Provide fiscal oversight for The Arc and its programs to include plans for financial stability.
  • Provide fiscal and budgetary accountability to the Board through written reports.
  • Direct the overall development and administration of The Arc of Southside program budget(s), delegate appropriate budgetary tasks, and oversee execution of such tasks.
  • Coordinate the identification of new funding sources and the writing of grants; defend requests for funding as necessary. Develop relationships with funding sources.

Board Development

  • Provide or coordinate Board training and development activities. Coordinate the strategic planning process.

Additional Duties

  • Accomplish all tasks assigned or requested by the President of the Board of Directors.
